Deputy chief minister Bhatti Vikramarka is set to present the Congress government’s second full-time budget for the fiscal year 2025-26 today, as Telangana grapples with mounting debt concerns. The state has been facing a persistent shortfall between budget estimates and actual revenue, with an average 21% gap over the past eight years. This revenue deficit has also led to 17% underspending, hindering the execution of development projects. The widening discrepancy between budget estimates, revised estimates, and actuals has raised concerns over the credibility of Telangana's financial forecasting. With borrowing capacity constrained by Fiscal Responsibility and Budget Management (FRBM) regulations, the state may be forced to cut spending further if additional funds cannot be secured.
